When I hear employers say they have a productivity or a shrink problem i usually ask have they tried efficiency wages? I am often met with Blank stares. I know not all businesses can afford them but those that can may find surprising results.
I've always assumed there's some form of money illusion around wages, where employers were once paying decent wages and just continue to assume the pay has always been good.
Also, it sounds like the city didn't place any gatekeeping friction on the job. Most employers are required to do background checks, DEI compliance, ADA compliance, drug tests, ad infinitum. Without those friction brakes, it would be easier to show up and just DO THE DAMN JOB.

Heck they even have alternatives now adays. There are many surveys where people said they would take a pay cut to be fully remote.
