On a separate note: if any CEO, at any company, had sent the message that Reagan sent, about his own employees, he would have been out of a job the same day. A part of the job of a CEO is to motivate his employees -- not to tell them they are useless. If he had doubts about their effectiveness, he should shut up and train them, or replace them with better workers. If he thinks the company is doing too much, he should pare it back, or resign if he is unable to do so because he cannot work well with the Board (Congress).
A cheap and easy platitude to disparage expert knowledge? We absolutely need people who actually study things enough to be rated as experts. To a large extent non experts assess the advice of individual experts through their consilience with others studying those things.
Those holding the highest Offices need to refer to and defer to the expert advice they commissioned to study and advise, out of duty of care and due diligence.
